Notice of Proposed Variation No. 2 (Rosslare Harbour Kilrane and Bunclody Settlement Plans) of the Wexford County Development Plan 2022-2028
Notice is hereby given, pursuant to Section 58 of the Planning and Development Act 2024 (As amended), that Wexford County Council has prepared Proposed Variation No. 2 to the Wexford County Development Plan 2022-2028.
Reason for Proposed Variation No. 2
The purpose of the variation is to align the Wexford County Development Plan 2022-2028 with the Housing Targets in the NPF Implementation: Housing Growth Requirements Guidelines for Planning Authorities issued under Section 28 of the Planning and Development Act, 2000 (as amended), which were issued to give effect to the National Planning Framework First Revision (2025). The Guidelines require the Planning Authority to ensure that the necessary planning framework is in place, including sufficient residential zoned land, to facilitate the achievement of the new housing growth targets. Proposed Variation No. 2 includes the introduction of Land Use Zoning and Objectives for Rosslare Harbour and Kilrane and Bunclody Town and associated text and mapping objectives. The proposed variation also includes other updated, amended and new objectives and text.

The Proposed Variation comprises:
Introduction of Land Use Zoning and Objectives for Rosslare Harbour & Kilrane
Introduction of Land Use Zoning and Objectives for Bunclody Town
Consequential and updated, amended and new objectives and text for both Settlement Plans
The Proposed Variation is accompanied by:
An Appropriate Assessment (AA) Natura Impact Report pursuant to EU Habitats Directive (92/43/EEC), including an AA screening determination made in accordance with subsection (6) of Section 58 of the Act.
A Strategic Environmental Assessment (SEA) Screening Report pursuant to the European Union (Land Use Planning – Strategic Environmental Assessment) Regulations 2025, and associated SEA screening determination made in accordance with subsection (5) of Section 58 of the Act.
An addendum to the Strategic Flood Risk Assessment (SFRA) Report of the Wexford County Development Plan 2022-2028, in accordance with the relevant Section 28 Guidelines.
Notice of Determination in Respect of the Appropriate Assessment of Proposed Variation No. 2 to the County Development Plan 2022 - 2028
With respect to the Determination in respect of the Appropriate Assessment (AA) of Proposed Variation No. 2 to the County Development Plan 2022 - 2028,on the basis of a screening for AA, the planning authority has determined that the likelihood of Proposed Variation No. 2 to the County Development Plan 2022 - 2028 (either individually or in combination with any project or other plan) having significant effects on 4 European sites cannot be excluded (the potential effects that could arise from the Proposed Variation were examined in the context of several factors that could result in likely significant effects, if unmitigated, to any European site) and that, as a consequence and having regard to the conservation objectives relating to relevant European sites, an AA of the Proposed Variation is required to be carried out. A copy of Proposed Variation No. 2 together with the SEA Screening Report and associated SEA Screening Determination and AA Natura Impact Report, including associated AA Screening Determination, will be on public display from Wednesday, 22nd July 2026 to Thursday 20th August (inclusive) and can beinspected at the following locations, during their normal opening hours:

How to Make a Submission
Submissions or observations are invited and may be made in respect of Proposed Variation No.2, the aforementioned SEA and AA related documents, and all associated documentation before Thursday 20th August 2026 at 5:00p.m. and will be taken into consideration before the making of the variation.

Children or groups/associations representing the interests of children are welcome to make submissions. Late submissions will not be accepted.
All submissions and observations received during the public consultation period will be published on the Council’s Consultation Portal, subject to redaction under General Data Protection Regulation Guidelines (GDPR) and will be taken into consideration before the making of the Proposed Variation No. 2. A report will be prepared on the submissions received and will include the names of those who made submissions. This will form part of the statutory Chief Executive’s Report to be presented to the full Council in accordance with the requirements of the Planning and Development Act 2024 (as amended).
