Proposed Material Alterations to the Draft Wexford County Development Plan 2022 - 2028
 

Material alterations are now proposed to the following volumes of the Draft Wexford County Development Plan 2022 – 2028:

  • Volume 1         Written Statement
  • Volume 2         Development Management Manual
  • Volume 3         Settlement Plans and Specific Objectives
  • Volume 4         Statement of Compliance with Section 28 Guidelines
  • Volume 5         Record of Protected Structures
  • Volume 8         Retail Strategy
  • Volume 9         Housing Strategy
  • Volume 10       Energy Strategy
  • Volume 11       Strategic Flood Risk Assessment.

There are no material alterations proposed to Volume 6 Architectural Conservation Areas or Volume 7 Landscape Character Assessment.

The likely significant effects on the environment of implementing the Proposed Material Alterations have been assessed. It was determined that certain Proposed Material Alterations required Strategic Environmental Assessment (SEA). It was also determined that certain Proposed Material Alterations required Appropriate Assessment (AA). Volume 12 contains the updated Strategic Environmental Assessment (SEA) Environmental Report and Volume 13 contains the updated Appropriate Assessment (AA) Natura Impact Report.

Public Display of the Proposed Material Alterations

In accordance with Section 12 (7) of the Planning and Development Act, 2000 (as amended), the Determinations, a copy of the Proposed Material Alterations to the Draft Plan, the SEA Environmental Report (which includes information on the likely significant effects on the environment of implementing the Proposed Material Alterations) and the AA Natura Impact Report will be available for public inspection from Thursday, 7th April 2022 to Friday, 6th May 2022 inclusive.

The Proposed Material Alterations are combined into 6 books for convenience and download as follows: 
Book 1 (Volumes 1, 2, 3, 4, 5, 8); Book 2 (Volume 9); Book 3 (Volume 10); Book 4 (Volume11); Book 5 (Volume 12); and Book 6 (Volume 13). These can be viewed and downloaded under the Contents panel -> Materials section opposite. Alternatively, the Proposed Material Alterations can be viewed individually under their respective Volume and chapter under the Contents panel opposite.

How to view the Proposed Material Alterations online

The Proposed Material Alterations are listed under their relevant Volume number in the Draft Plan e.g. Volume 1 Written Statement, and Chapter number e.g. Chapter 4 Sustainable Housing.

Each proposed material alteration is assigned an individual reference number, e.g. PMA CH4.4. The text accompanying the proposed material alteration identifies the relevant section of the chapter and page number(s) in the Draft Plan that it relates to.

  • Proposed text deletions are identified in black strikethrough text.
  • Proposed text additions are identified in black and underlined.

Proposed Material Alteration

Amend Strategic Housing Objective SH02 on page 102 as follows:

To ensure that all new residential developments provide a high quality living environment with attractive and efficient buildings which are located in a high quality public realm, and are serviced by and linked with pedestrian and cycle lanes to well-designed and located open spaces and nature and to the town or village centre and existing and planned services.

  • Only written submissions or observations with respect to the Proposed Material Alterations, the Strategic Environmental Assessment (which includes information on the likely significant effects on the environment of implementing the Proposed Material Alterations) or Appropriate Assessment received during the period Thursday, 7th April 2022 to 4.00pm on Friday, 6th May 2022 will be taken into consideration before the making of the Wexford County Development Plan 2022-2028. Late submissions or observations will not be accepted.  

Requirement for names and addresses

When making a written submission or observation, please provide your name, address, and contact details.  If you are making a written submission/observation on behalf of an organisation/body, please provide the name, address, and contact details of that organisation/body.

The Planning and Development Act, 2000 (as amended) requires a Planning Authority to invite written submissions and observations during the preparation of statutory development plans.

The Act further requires the Planning Authority to (a) publish these submissions and observations on its website, (b) list the names of person/bodies who made submissions or observations in the Chief Executive’s Report to the Members of Wexford County Council and (c) to publish that report on its website. Accordingly, your submission or observation along with your name will be published on the Council’s website, and your name will be published in both the hard copy and online version of the Chief Executive’s report. 

The Planning Act also requires the Planning Authority to send certain written submissions and observations to the Minister. Your written submission/observation, together with your name and address, may therefore be sent to the Minister where required.

Aside from this, the personal information (data) collected during the consultation process (which may include the collection of sensitive personal data) is collected for the purpose of receiving and dealing with submissions and observations and any data collected is subject to Wexford County Council’s privacy statements.
